Role Overview
The County Government of Kericho is seeking to recruit a qualified and competent individual to fill the position of Director, Supply Chain Management Services. The successful candidate will be responsible for overseeing the implementation of public procurement policies, regulations, procedures, and guidelines, ensuring full compliance with the Public Procurement and Asset Disposal Act, 2015.
Duties and Responsibilities
Policy and Compliance: Oversee the implementation of public procurement policies, regulations, procedures, and guidelines; monitor compliance with the Public Procurement and Asset Disposal Act, 2015, and its associated regulations.
Procurement Operations: Process tenders for the procurement of goods and services as per laid-down policies and procedures.
Contract Management: Coordinate with legal and user departments in drawing and managing procurement contracts.
Strategic Planning: Oversee the development of procurement plans in liaison with users and as per county requirements, facilitate execution, and implement e-procurement strategies.
Committee Support: Ensure the provision of secretariat services to the procurement committees.
Asset and Store Management: Coordinate the disposal of unserviceable stores as per established regulations; ensure the maintenance of the assets register as per the Public Procurement and Asset Disposal Act.
Database Management: Ensure the maintenance of manual and computerized databases of procurement transactions at the County level.
Requirements for Appointment
Education:
Bachelor’s degree in Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics, or its equivalent qualification from a recognized institution.
Master’s degree in Supply Chain Management, Procurement, Commerce, Business Administration, Economics, or its equivalent qualification from a recognized institution.
Experience: A minimum of ten (10) years of relevant work experience in a public or private institution, with at least three (3) years of experience in a senior management role.
Professional Membership: Active, good-standing membership in the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Procurement & Supply (CIPS).
Training: Completion of a Strategic Leadership Development Programme Course lasting not less than four (4) weeks from a recognized institution.
Skills & Integrity:
Proficiency in computer applications.
Must fulfill the requirements of Chapter Six of the Constitution of Kenya.
