Embu County Government is seeking a highly qualified professional for the position of Director - Public Works. This is a senior technical and administrative leadership role responsible for the effective planning, direction, control, and coordination of public works projects and policies within the county. The successful candidate will lead a team of professionals in architecture, engineering, and quantity surveying, ensuring that all departmental activities align with both county and national strategic goals.
Responsibilities and Duties
Provide strategic leadership and direction to the Public Works department.
Oversee the planning and execution of public infrastructure projects including architectural design, quantity surveying, and various engineering disciplines (civil, mechanical, and electrical).
Ensure all projects comply with national goals, professional standards, and regulatory requirements.
Manage administrative functions within the professional departments to ensure high degrees of competence and efficiency.
Translate national policies and programs into localized operational functions within the county context.
Coordinate with other government bodies and professional boards (EBK, BORAQS) to maintain compliance and licensure standards.
Requirements and Qualifications
A Bachelor's Degree in Architecture, Quantity Surveying, Civil Engineering, Mechanical Engineering, Electrical Engineering, or equivalent qualifications from a recognized university in Kenya.
A Master's Degree in a related field from a recognized university in Kenya.
A cumulative service period of five (5) years of relevant work experience, with at least three (3) years in a comparable senior position.
Attended a Senior Management course lasting not less than four (4) weeks from a recognized Institution.
Professional registration with relevant professional bodies: Engineers Board of Kenya (EBK) or the Board of Registration of Architects and Quantity Surveyors (BORAQS).
Valid Annual Practicing Licenses from EBK or BORAQS.
Corporate membership with a relevant professional body (e.g., AAK, IQSK, or IEK).
Demonstrated high degree of professional competence and administrative capability required for effective planning, direction, and coordination.
Thorough understanding of National goals, policies, and programmes and the ability to translate them into professional functions.
A Strategic Leadership Development Projects course (not less than 6 weeks) from a recognized institution will be an added advantage.
