Role Overview
This is a senior leadership position within the County Government of Kitui, responsible for directing and managing the Lands and Physical Planning function across the county. The role requires a highly competent professional planner with strategic leadership capabilities and a thorough understanding of national policies relating to physical and land use planning. The position is offered on a Contract basis.
Salary and Terms
- Salary Scale: Ksh. 124,630 x 6,070 – 130,700 x 6,370 – 137,070 x 6,570 – 143,640 x 6,770 – 150,410 x 6,960 – 157,370 x 7,160 – 164,530 x 7,820 – 172,350 per month.
- Terms of Service: Contract
Duties and Responsibilities
The Director will be responsible for a range of strategic and operational functions related to physical and land use planning, including:
- Advising the county government on physical and land use planning matters that impact the county.
- Formulating county physical and land use planning policies, guidelines, and standards.
- Preparation of local physical and land use development plans.
- Participating in the preparation of inter-county physical and land use development plans.
- Undertaking research on matters relating to physical and land use development planning at the county level.
- Recommending to the county government the establishment of planning units as may be necessary.
- Maintaining a land information system to guide physical and land use planning.
- Communicating decisions of the county government development applications.
- Issuance of development permission and other development control instruments as provided for in the Physical and Land Use Planning Act with the approval of the County Executive Committee Member.
Requirements for Appointment
Candidates must meet the following mandatory requirements:
Education and Certification:
- Be a citizen of Kenya.
- Have a Bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Regional Planning, Urban Planning or Town Planning from a recognized institution.
- Have a Master’s degree in Urban and Regional Planning, Regional Planning, Urban Planning or Town Planning from a recognized institution.
- Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter).
- Be registered by the Physical Planners Registration Board.
- Have a certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution.
- Have a Certificate in computer application skills from a recognized institution.
Competence and Experience:
- Demonstrated managerial and professional competence in work performance.
- Exhibited a thorough understanding of national policies, goals, objectives and ability to relate them to the Physical Planning function.
