Role Overview
The Director of ICT at South Eastern Kenya University (SEKU) is a senior leadership position responsible for spearheading the formulation and implementation of ICT policies, strategies, and systems. Reporting to the university leadership, the role involves managing ICT risks in line with the Enterprise Risk Management (ERM) framework and ensuring the safe custody, access, and security of the institution's Information Assets. The Director provides leadership in technological innovations, analysis, Big Data analytics, and the re-engineering of business processes to meet the university's academic and administrative objectives.
Key Duties and Responsibilities
Policy and Strategy: Spearhead the formulation and implementation of ICT policies, strategies, and the ICT Governance Framework.
Risk Management: Manage ICT risk in line with the Enterprise Risk Management (ERM) framework and oversee the security of ICT applications and infrastructure.
Budgeting: Develop, track, and control the ICT annual operating and capital budget, ensuring projects are delivered within agreed budgets.
Infrastructure & Software: Oversee the acquisition, installation, and maintenance of ICT hardware, Enterprise Resource Planning (ERP) systems, and high-availability network infrastructure (LAN/WAN).
Innovation: Provide leadership in technological innovations, Big Data analytics, and re-engineering business processes to leverage new tools and technologies.
Disaster Recovery: Spearhead the development and implementation of a disaster recovery site and ICT business continuity plan in line with the SEKU Business Continuity Management Framework.
Compliance: Ensure the university meets legal and contractual obligations relating to ICT resources, including compliance with the Data Protection Act of 2019 and ICTA standards.
Leadership: Manage performance, assign work, and provide coaching and mentoring to directorate staff to establish clear career paths.
Vendor Management: Negotiate and interpret vendor contracts and oversee service level agreements (SLAs) with end users and service providers.
Reporting: Oversee the preparation and submission of periodic board and management reports for the directorate.
Qualifications and Requirements
A Bachelor’s degree (BA/BSc/HND) in ICT or a related field from a recognized institution.
Extensive experience in senior-level ICT management and leadership.
Comprehensive knowledge of ICT Governance Frameworks and Enterprise Risk Management.
Familiarity with the Data Protection Act of 2019 and Information and Communication Technology Authority (ICTA) standards.
Proven track record in managing Enterprise Resource Planning (ERP) systems and network infrastructures.
Experience in disaster recovery planning and business continuity management.
Terms of Service
Contract Type: 5-year renewable contract.
Basic Salary: Kshs. 224,631.00 - Kshs. 345,816.00 per month.
Housing Allowance: Kshs. 73,715.00 p.m.
Entertainment Allowance: Kshs. 17,000.00 p.m.
Responsibility Allowance: Kshs. 35,000.00 p.m.
Car Allowance: Kshs. 40,000.00 p.m.
Other Allowances: Water and electricity (Kshs. 10,000), Professional (Kshs. 10,000), and Telephone (Kshs. 9,000).
