Role Overview
The Director, ICAO Mission is a senior leadership position at the Kenya Civil Aviation Authority (KCAA). The role involves representing and promoting Kenya’s interests at the International Civil Aviation Organization (ICAO). This includes establishing collaborative relations with ICAO and other contracting member states, providing technical leadership in the development of standards, and ensuring Kenya meets its global civil aviation obligations.
Key Responsibilities
- Represent and promote Kenya’s interests at the International Civil Aviation Organization (ICAO).
- Establish and maintain collaborative relations with ICAO and other ICAO Contracting Member States.
- Provide technical leadership in the development of ICAO Standards and Recommended Practices (SARPS) to ensure active participation by Kenya in ICAO work.
- Advise on the status and coordinate Kenya’s ratification and domestication of ICAO Conventions and Protocols.
- Solicit technical and financial assistance and award of training opportunities/fellowships for Kenya in ICAO areas of competence.
- Provide leadership in ensuring Kenya achieves her global civil aviation obligations including State contributions to ICAO Budgets.
- Facilitate participation of Kenya technical experts in ICAO Panels, Work Groups and other specialized technical committees.
- Take a leading role in championing the interests and concerns of Kenya’s civil aviation sector and industry stakeholders in air navigation, safety, security, and environmental matters in ICAO.
- Guide the domestication and implementation of International Standards and Recommended Practices as agreed among ICAO partner States.
- Advise relevant State Agencies and departments on critical issues of the ICAO Council, Air Navigation Commission (ANC) and other related ICAO matters.
- Spearhead the development of Kenya’s Working Papers and Information Papers for presentation to various meetings, conferences and the ICAO Assembly.
- Coordinate the implementation of Agreements and Memorandum of understanding (MOUs) signed between Kenya and ICAO.
- Develop and implement ICAO Mission office work plans and budgets.
- Develop, review and implement policies and strategies for Kenya ICAO Permanent mission office.
- Identify and manage risks related to the mandate of the Mission and provide timely reporting to the Director General.
- Facilitate periodic internal and external audit activities and implement corrective action plans.
- Facilitate Kenya’s international delegates, staff and other Kenya Diplomats attending ICAO and other Aviation related meetings.
Requirements and Qualifications
- Minimum fifteen (15) years’ relevant work experience, with at least five (5) years in a management level.
- Bachelor’s degree in Civil Aviation Management, Aeronautical Engineering, Electrical Engineering, Economics, Business Administration, Management, Law or equivalent field from a recognized University.
- Master’s Degree in any of the aforementioned disciplines.
- Professional qualifications in Piloting, Aviation Engineering, Air Traffic Control, Aeronautical Information Management or other relevant qualification.
- Membership to a professional body in good standing where applicable.
- Demonstrated understanding of the aviation industry, international conventions, and treaties governing aviation.
- Deep knowledge of the Civil Aviation Act, CAP 394.
- Proficiency in computer applications.
- Completion of a Leadership Course lasting not less than four (4) weeks from a recognized institution will be an added advantage.
