Role Overview
This position is responsible to the Board for the day-to-day management and coordination of the execution of functions of the Kenya Civil Aviation Authority (KCAA) in line with the Civil Aviation Act (CAP 394).
Duties and Responsibilities
- Serve as the Accounting Officer of the Authority and be responsible to the Board for its day-to-day management.
- Act as the link between the Board and Management, providing regular communication on all key technical, financial, strategic, administrative, and other matters concerning the Authority and the Aviation Industry.
- Execute and communicate the Board's strategies, decisions, and policies.
- Oversee the inspection, boarding, or detention of aircraft if serious safety and security concerns are identified.
- Ensure compliance with the provisions of the Civil Aviation Act and any rules and regulations made thereunder.
- Encourage and foster the safe development of civil aviation in Kenya.
- Plan, develop, and formulate strategies for the safe, secure, and efficient utilization of Kenya's airspace.
- Ensure the acquisition, establishment, and improvement of air navigation facilities within available appropriations.
- Establish schools for the purpose of offering instruction and training in matters related to the aviation industry.
- Promulgate rules and procedures governing the notification and reporting of accidents and incidents involving aircraft to facilitate investigations.
- Coordinate with other agencies for the establishment and use of services, equipment, and facilities of the Authority.
- Implementation, coordination, and supervision of activities related to aviation safety and security as the accountable executive for the State Safety Programme (SSP).
- Monitor the deployment and utilization of movable and immovable property of the Authority.
- Prepare annual reports and financial statements of the Authority.
- Act as the official spokesperson for the enhancement of the Authority's corporate image.
- Provide leadership and vision through the implementation of the Strategic Plan, budgets, and annual work plans.
- Foster a conducive work environment and corporate culture that promotes ethics and good governance.
- Oversee budget development and ensure prudent utilization and accountability.
- Spearhead the development, implementation, and review of civil aviation regulations, standards, and recommended practices.
- Manage all risks affecting the execution of the KCAA's mandate and report timely to the Board.
- Oversee an effective performance management system.
- Collaborate with regional and international civil aviation organizations to promote a robust and secure civil aviation system.
Person Specifications
To be appointed as the Director General, a candidate must have:
- Fifteen (15) years of relevant work experience.
- At least ten (10) years of management and technical experience in the field of civil aviation.
- Bachelor’s degree in Civil Aviation Management, Aeronautical Engineering, Electrical Engineering, Mechanical Engineering, Civil Engineering, Economics, Business Administration, Management, Law, or equivalent field from a recognized University.
- Master’s Degree in any of the aforementioned disciplines or equivalent field.
- Professional qualification and membership to a professional body where applicable.
- Demonstrate a clear understanding of the Aviation industry, international treaties, Public Finance Management Act (2012), Public Procurement and Asset Disposals Act (2015), and the Code of Governance for State Corporations (Mwongozo).
- Must be a Kenyan citizen.
- Must meet the requirements of Chapter Six of the Constitution of Kenya.
- A leadership course lasting not less than four (4) weeks from a recognized institution will be an added advantage.
- Proficiency in computer applications.
