Director Finance and Grants Management

Role Overview

The Director Finance and Grants Management at The National Syndemic Diseases Control Council (NSDCC) is responsible for providing leadership in coordinating, planning, and executing work activities within the Finance and Grants Management directorate. This role ensures the prudent management of financial resources in compliance with statutory regulations, international accounting standards, the Public Finance Management (PFM) Act, and relevant circulars. Additionally, the Director is tasked with developing internal controls and procedures for the directorate to safeguard organizational resources.

Key Responsibilities

• Implement policies, plans, and strategies in the functional areas of Finance, Accounts, and Grants Management.
• Advise the CEO on all matters relating to finance, accounts, and grants management.
• Ensure compliance with statutory and regulatory requirements.
• Prepare budget estimates and undertake budgetary control.
• Coordinate financial audits and ensure implementation of recommendations.
• Manage administration of the grant cycle from application to closing, ensuring requirements are met and payments are appropriate.
• Coordinate the preparation and monitor the implementation of the Council’s performance contract.
• Liaise with other departments in the development of annual work plans and budgets.
• Design, document, and implement a systematic and integrated resource accountability framework.
• Spearhead monitoring and overseeing the utilization of grants to ensure accountability.
• Support the preparation of key substantive reports and analyses for planning and evaluation.
• Ensure timely support is provided to implementing partners regarding progress reports and financial planning.
• Ensure adequate internal control systems are in operation.
• Monitor and forecast cash flows and manage allocated funds and internally generated income.
• Coordinate formulation and implementation of credit and collection policies.
• Prepare and maintain books of accounts to facilitate financial statements in line with regulations.
• Ensure integrity of financial transactions and compliance for all financial reporting.
• Ensure collection and recovery of all money due to the Council.

Qualifications and Experience

• Academic Requirements:
  • Bachelor’s degree in Commerce (Accounting/Finance option), Finance, Economics, Business Administration, Business Management, or equivalent from a recognized institution.
  • Master’s degree in Commerce (Accounting/Finance Option), Finance, Economics, Business Administration (Finance Option), or equivalent from a recognized institution.
• Professional Requirements:
  • Part III of the Certified Public Accountants (CPA) Examination or equivalent qualification.
  • Membership in a relevant professional body such as ICPAK or ACCA.
  • Completion of a Leadership course lasting not less than four (4) weeks from a recognized institution.
• Work Experience:
  • At least twelve (12) years of relevant work experience.
  • A minimum of five (5) years’ experience in a senior management role.
• Skills: Proficiency in computer application skills.
