The Deputy Director, Supervision (Prudential) is a senior leadership role responsible for the regulatory oversight and financial stability of the insurance sector in Kenya. The role involves managing the formulation of capital, governance, and risk management standards, as well as developing risk profiling frameworks for proactive intervention. The successful candidate will oversee both onsite and offsite inspections, coordinate group-wide and cross-border supervision, and lead supervisory colleges with regional and international authorities. Additionally, the Deputy Director provides strategic direction, manages regulatory reforms, and ensures the department meets its performance and staff development objectives.
Key Responsibilities
Manage the formulation and implementation of minimum requirements for capital, governance, and risk management.
Oversee the development and continuous update of risk profiling frameworks for proactive intervention on insurers.
Lead the identification and implementation of regulatory reforms and amendments to the Insurance Act, regulations, and guidelines.
Oversee risk assessments and the development of risk profiles for insurers and insurance groups.
Recommend intervention measures as provided for in the Insurance Act.
Manage onsite and offsite supervision of insurers and analyze data to inform supervisory strategies.
Monitor international supervision practices and manage potential impacts of emerging global trends.
Oversee the framework for identifying insurance groups and coordinate group-wide/cross-border supervision.
Lead supervisory colleges with other authorities for group-level oversight.
Manage stakeholder engagements to build capacity and address emerging issues in supervision.
Provide leadership, mentoring, and performance management for departmental staff.
Conduct relevant research and oversee regulatory impact analysis (RIA) for legislative proposals.
Person Specifications and Requirements
Twelve (12) years of cumulative professional experience, with at least three (3) years at the level of Assistant Director Supervision or a comparable position.
Bachelor’s degree in Insurance, Finance, Accounting, Risk Management, Law, Economics, Information Technology, or an equivalent from a recognized institution.
Master’s degree in Business Administration, Insurance, Finance, Accounting, Risk Management, Law, Economics, Information Technology, or equivalent.
Professional qualification in ACII, AIIK, LOMA, CPA, CIFA, CFA, or equivalent.
Valid membership to a relevant professional body in good standing.
Certificate in a leadership course (minimum 4 weeks) from a recognized institution.
Proficiency in computer applications.
