The Deputy Director - Legal Services is a senior leadership position at kasneb, reporting directly to the Secretary/Chief Executive Officer. The role is pivotal in managing the legal affairs of the institution, ensuring that all operations remain within the legal framework, and providing strategic counsel on a wide range of legal, regulatory, and integrity-related matters. The position also oversees the development of institutional strategies to mitigate legal risks and manage litigation.
Key Responsibilities
- Represent kasneb in court, managing litigation and various legal proceedings.
- Oversee the development and implementation of the institutional integrity framework.
- Ensure the proper safekeeping of all legal documents, contracts, and institutional agreements.
- Review and provide recommendations on existing laws and regulations governing kasneb's operations.
- Interpret legal legislation and board action areas for relevant divisions within the organization.
- Coordinate the implementation and adherence to the code of conduct and ethics.
- Conduct legal sensitization to ensure staff are aware of all relevant laws affecting kasneb.
- Ensure organizational compliance with all legislative provisions, rules, and regulations.
- Develop proactive legal strategies aimed at forestalling disputes, controversies, and litigation.
- Conduct comprehensive legal research and provide informed legal advice to management.
- Liaise with external legal counsel on court matters and organizational interests.
- Draft and review legal documents, including leases, contracts, and agreements.
- Ensure that all annual returns and required statutory documents are promptly filed with relevant authorities.
- Establish and maintain a robust legal registry and information management system.
- Manage the planning and budgeting for all departmental legal activities.
- Ensure strict compliance with rules, regulations, and directives issued by governing bodies.
Person Specifications
To be appointed to this grade, an officer must meet the following qualifications:
- A cumulative service period of fifteen (15) years relevant work experience, with at least three (3) years in the grade of Assistant Director, Legal Services, or a comparable senior position.
- Bachelor of Laws (LLB) degree from a recognized institution.
- Master’s degree in Law (LLM), Economics, Public Policy, Statistics, Mathematics, Strategic Management, Business Administration, Public Administration, Education, or any other relevant qualification.
- Post-graduate Diploma in Law (Advocates Training Programme) from the Kenya School of Law.
- Current and valid membership to the Law Society of Kenya (LSK).
- Admission as an Advocate of the High Court of Kenya.
- Leadership course certificate lasting not less than four (4) weeks from a recognized institution.
- High level of proficiency in computer applications.
- Demonstrated merit and ability as reflected in work performance and results.

Terms of Service
This is a Permanent and Pensionable position. The basic salary range for the Deputy Director is KSh. 140,600 – KSh. 259,000 per month, plus relevant allowances.
