Role Overview
The Deputy Director, Internal Audit at the Tourism Fund (TF) is a senior management position responsible for providing leadership and strategic direction for the internal audit function. The role ensures that the Fund's operations are conducted in accordance with established policies, procedures, and legal requirements while providing independent and objective assurance on risk management, control, and governance processes.
Key Responsibilities
- Policy & Strategy: Formulate and coordinate the implementation of internal audit policies, strategies, and plans. Develop and update internal audit manuals, charters, and operational guidelines.
- Audit Operations: Develop strategic, annual, and risk-based internal audit work plans. Conduct special audits and investigations as required.
- Assurance & Governance: Provide assurance on the adequacy and effectiveness of risk management, control, and governance processes. Review governance structures and assess their effectiveness.
- Financial & Asset Oversight: Review the accuracy and reliability of financial records and reports. Validate assets and ensure the maintenance of accurate asset registers. Review annual financial reports before submission to the Auditor General.
- Compliance: Ensure compliance with all relevant laws, regulations, guidelines, and government circulars. Undertake periodic legal audits jointly with the Legal Department.
- Reporting & Monitoring: Support secretariat services to the Audit Committee. Maintain a register of Fund resolutions and track their implementation progress. Monitor the implementation of audit recommendations and corrective actions.
- Departmental Management: Prepare and manage departmental budgets and review budget management systems for compliance. Manage and mitigate risks within the audit function.
Person Specifications
- Experience: Minimum of twelve (12) years of relevant work experience, with at least four (4) years at Principal Officer level or equivalent.
- Education: Bachelor’s degree in Commerce (Finance/Accounting), Business Administration (Finance/Accounting), or equivalent. A Master’s degree in Finance, Accounting, Business Administration, or equivalent is required.
- Professional Certification: Membership in a professional body such as ICPAK, IIA, CIA, CISA, or equivalent, in good standing.
- Training: Completion of a management course lasting at least four (4) weeks.
- Technology: Proficiency in computer applications.

Statutory Requirements
Successful candidates will be required to provide the following clearance documents:
- Certificate of Good Conduct from the Directorate of Criminal Investigations.
- Clearance from the Ethics and Anti-Corruption Commission (EACC).
- Higher Education Loans Board (HELB) Clearance Certificate.
- Kenya Revenue Authority (KRA) Tax Compliance Certificate.
- Clearance from a recognized Credit Reference Bureau (CRB).
