Job Description
Role Overview
The National Legal Aid Service (NLAS) is a state agency established under the Legal Aid Act 2016 with the mandate to offer legal aid services to vulnerable, marginalized, and indigent persons in Kenya.
The Deputy Director Information Communication Technology will be responsible for overseeing the implementation of ICT policies, strategies, procedures, standards, and guidelines. The role holder will provide strategic leadership to align ICT with the Service's overall objectives, ensuring robust network systems, information security, database management, and technical support across all levels of the organization.
Duties and Responsibilities
Policy & Strategy: Overseeing the implementation of policies, strategies, procedures, standards, and guidelines in the provision of ICT services.
Compliance: Ensuring compliance with established Information Communication Technology standards, procedures, and regulations.
ICT Alignment: Facilitating planning, designing, implementation, and aligning of ICT strategies for effective management of services at all levels.
Advisory: Providing advice to NLAS on ICT-related matters.
Infrastructure Management: Overseeing NLAS’ Intranet and Internet connections and services.
Systems Administration: Administrating and maintaining web-based systems and database server configurations.
Performance Management: Conducting staff performance management within the department.
Procurement Support: Ensuring the provision of specifications and standards in the procurement of ICT software and equipment.
Hardware & Software: Overseeing the installation of computer software and hardware in the service.
Support Services: Facilitating the provision of support in tele-mental services.
Upgrades & Maintenance: Overseeing the management, maintenance, and upgrading of ICT systems and infrastructure.
Technical Support: Facilitating technical support and training in the use of ICT.
Security: Maintaining system security and databases.
Resource Allocation: Ensuring prudent utilization of resources allocated to the Department.
Work Plans: Coordinating the development and implementation of departmental work plans.
Research & Development: Facilitating training and research in the department.
Requirements and Qualifications
At least fifteen (15) years cumulative work experience, with at least three (3) years at the grade of Assistant Director, Information and Communication Technology, or a comparable position in the Private or Public Sector.
Bachelor’s Degree in Information Technology, Computer Science, Business Information Technology, Software Engineering, ICT Project Management, Computer Engineering, or other relevant equivalent qualification from a recognized institution.
Master’s degree in Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or other relevant equivalent qualification from a recognized institution.
Registration as a CISA Member or equivalent ICT professional body.
Certificate in a Leadership Course.
Demonstrated merit and ability as reflected in work performance and results.
Remuneration
Grade: NLAS Grade 3
Salary Scale: Kshs. 202,875 - 357,313 per month.
