The Deputy Director, Information Communication Technology (ICT) at KIPPRA provides strategic leadership in planning, development, and implementation of ICT initiatives to support the entity’s mandate and the Government’s digital transformation agenda. This senior role involves formulating and overseeing ICT strategies, policies, standards, and frameworks in alignment with national guidelines, data protection laws, and e-government initiatives. The position advises top management and the Board on emerging technologies, ICT risks, and opportunities for improving service delivery.
Key Responsibilities
- Providing strategic leadership in planning and development of ICT initiatives.
- Formulating and overseeing ICT strategies, policies, and frameworks (Data Protection Act 2019, ICT Authority Standards).
- Advising management on emerging technologies and ICT risk management.
- Establishing ICT governance frameworks, business continuity, and disaster recovery plans.
- Coordinating ICT-related input for audits and ensuring implementation of recommendations.
- Directing database and systems architecture, cloud adoption, and cybersecurity frameworks.
- Overseeing the automation and digitization of core business processes.
- Approving ICT infrastructure investments and ensuring value for money.
- Leading enterprise cybersecurity strategies, threat intelligence, and incident response.
- Implementing data governance policies, including access control and backup strategies.
- Spearheading the adoption of AI, Big Data, and cloud computing for institutional efficiency.
- Coordinating ICT-enabled research and data analytics frameworks.
- Providing strategic oversight for ICT projects and human capital development.
Qualifications and Experience
- Cumulative service period of fifteen (15) years, with at least three (3) years at the grade of Assistant Director, ICT or a comparable position.
- Bachelor’s degree in Computer Science, Computer Technology, Informatics, Information Systems, BBIT, or an equivalent qualification.
- Master’s degree in Computer Science, Computer Technology, Informatics, Information Systems, BBIT, or an equivalent qualification.
- Completion of a Leadership course lasting not less than four (4) weeks from a recognized institution.
- At least two (2) certifications in cloud technologies and Project Management (PMP/Prince II).
- Professional certifications in at least one of the following: Database Management (Oracle, MySQL, MS SQL), Information Security (CISSP, Security+, CISA, CISM), Service Support (ITIL, COBIT), Network Administration (CCNA, HCNA), System Administration (MCSE, Linux), or Software Development (Java, Python, C#).
- Proficiency in data tools such as Tableau, PowerBI, and VMware.
- Demonstrated merit and ability in work performance and results.
