The Deputy Director, Human Resource Management reports to the Director, Corporate Services and is responsible for the strategic and operational leadership of the human resource function within kasneb.

The responsibilities of this role include:
- Implementing the Human Resource Plan.
- Overseeing the identification, designing and implementing training programs based on identified needs.
- Guiding the development and updating of the human resource database.
- Developing and reviewing Human Resource instruments.
- Coordinating the implementation of recommendations from internal and external audits.
- Supervising the preparation of training projections and plans.
- Coordinating the administration of the payroll system.
- Ensuring preparation and compiling of staff deductions.
- Undertaking disciplinary process.
- Organizing for team building activities.
- Developing a plan for the annual performance target setting for review by management.
- Coordinating staff welfare.
- Overseeing the processing of staff travel clearance.
- Providing secretarial services to the Human Resource Management Committee.
- Preparing and submitting statutory deductions.
- Updating and mitigating the Human Resource risk register.
- Filing statutory returns for compliance with the relevant applicable laws.
- Payroll management.
- Administering of employee benefits and compensation.
- Coordinating the implementation of decisions of Human Resource Committees on disciplinary cases.
Person Specifications
For appointment to this grade, an officer must meet the following requirements:
- Experience: Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in the grade of Assistant Director, Human Resource Management or in a comparable position.
- Education (Option 1): Bachelors degree in Human Resource Management or any other relevant qualification from a recognised institution.
- Education (Option 2): Bachelors degree in any of the following disciplines: Economics, Sociology, Business Administration, Public Administration, Commerce, Plus a Post Graduate Diploma in Human Resource Management/Development or equivalent qualification from a recognized Institution.
- Post-Graduate: Master’s degree in Human Resource Management, Public Administration, Business Administration, Business Management or any other relevant qualification from a recognised institution.
- Professional Membership: Membership to Institute of Human Resource Management (IHRM) or a relevant professional body and must be in good standing.
- Certification: Certified Human Resource Professional or equivalent qualification from an accredited examination body.
- Leadership Training: Leadership Course Certificate lasting not less than four (4) weeks from a recognised institution.
- Skills: Proficiency in computer applications.
- Performance: Demonstrated merit and ability as reflected in work performance and results.
Note: Successful candidates shall be required to submit Chapter Six compliance documents (DCI Good Conduct, EACC Clearance, KRA Tax Compliance, HELB Clearance, CRB Clearance) prior to the issuance of the offer of appointment.
