Role Overview
The Deputy Director, Human Resource Management & Administration is a senior leadership position responsible for analyzing, developing, and overseeing the human resource management and development structures within the county. The role involves formulating strategic policies, managing performance systems, and ensuring compliance with labor laws and remuneration standards to optimize workforce efficiency.
Duties and Responsibilities
- Analyze human resource management and development structures and systems.
- Determine and propose methods/strategies for handling the human resource management and development function.
- Initiate and develop human resource management and development policies.
- Proposing performance improvement strategies that are adaptive to the changing environment and technology.
- Research on human resource best practices that will guide the development of policies, standards, and regulations.
- Institutionalization of performance management including the staff Performance Appraisal System.
- Prepare briefs on Collective Bargaining Agreements and Labour Union matters.
- Participate in tripartite discussions and ensure compliance with the remuneration policy.
- Identify and liaise with development partners for technical support of training programmes, including the development of training proposals.
- Ensure the development and maintenance of an up-to-date human resource development data.
- Identify, design, and implement training programmes.
- Monitoring the selection of candidates for in-service training.
- Review and harmonize training programmes with clients’ demands.
- Budget for training funds and monitor the utilization of the Training Revolving Fund.
- Preparing reports and processing secondment and unpaid leave cases.
- Administration of the medical cover for the staff.
Requirements and Qualifications
- Served in the grade of Assistant Director Human Resource Management and Development Officer for a minimum period of three (3) years or in a comparable and relevant position for a minimum period of eight (8) years.
- Bachelors’ degree in Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, or Political Science from a recognized institution.
- Masters’ degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science from a recognized institution.
- Have Post Graduate Diploma in Human Resource Management or Certified Human Resource Professional (CHRP) Course from a recognized institution.
- Be a registered Member of the Institute of Human Resource Management (IHRM).
- Have a valid Practicing License.
- Have proficiency in computer application skills.
- Have shown merit and ability as reflected in work performance and results.
- Fulfill the requirements of Chapter Six (6) of the Constitution of Kenya.
- Certificate in Strategic Leadership Development Programmes lasting not less than six (6) weeks from a recognized institution.
