Job Description
The Insurance Regulatory Authority (IRA) is seeking a Deputy Director, Governance and Regulatory Services. The role involves providing technical leadership in the implementation of the Department’s strategies and programmes, ensuring effective governance, legal advisory, and litigation management. The successful candidate will be responsible for representing the Authority in various legal proceedings and supporting the Corporation Secretary in board secretarial services.
Key Responsibilities
Provide board secretarial services under the direction of the Corporation Secretary.
Offer technical leadership in the implementation of Departmental strategies and programmes.
Ensure representation of the Authority in court, tribunals, and Alternative Dispute Resolution (ADR) proceedings.
Maintain procedural compliance in legal proceedings.
Oversee governance, legal advisory, litigation management, and dispute resolution services.
Review and report on legal-risk management, governance codes, and compliance with legislation.
Identify and mitigate risks within internal and external operating environments.
Develop and update policies, procedures, and departmental manuals.
Oversee the drafting of legal instruments, legislative proposals, cabinet memoranda, and parliamentary responses.
Coordinate public participation plans and regulatory impact assessments.
Ensure public availability of insurance legislation through official platforms.
Manage legal and governance audits and monitor the closure of audit issues.
Allocate matters to and manage performance of external legal service providers.
Coordinate the drafting and monitoring of Memoranda of Understanding (MoUs).
Review and negotiate contracts, leases, and related legal instruments.
Monitor departmental risk action plans and quality management systems.
Approve departmental reports, budgets, work plans, and procurement plans.
Coordinate the development of the Authority’s legal-awareness curriculum and staff training.
Undertake legal research, performance appraisals, and mentoring of staff.
Requirements
Experience and Qualifications
At least twelve (12) years’ cumulative experience, with three (3) years at the level of Assistant Director or a comparable position.
Master’s Degree in Law, Business Management, or any other social science from a recognized institution.
Bachelor’s Degree in Law.
Post Graduate Diploma in Law from the Kenya School of Law or an institution recognized by the Council of Legal Education.
Member of the Law Society of Kenya (LSK).
Certified Public Secretary (CPS) and Member of the Institute of Certified Public Secretaries of Kenya (ICPSK).
Completion of a Leadership Course lasting not less than four (4) weeks.
Proficient in computer applications.
