The National Cancer Institute of Kenya is seeking a Deputy Director for Finance & Accounts (Vacancy No. NCI-K/33/04/2026). The primary purpose of this role is to ensure the prudent management of financial resources by implementing accounting policies, systems, and procedures. The successful candidate will prepare accounting and financial management information necessary to meet internal and statutory reporting requirements, ensuring control and accountability of resources allocated for the Institute.
Key Responsibilities
- Strategic Leadership: Provide strategic leadership to the Finance and Accounts department and advise on all accounting and financial matters, including the implications of management decisions.
- Policy Development: Develop and review financial policies and procedures to enhance internal controls and ensure a seamless flow of service delivery.
- Financial Oversight: Verify and approve expenditures and payments, sign bank instructions/cheques, and oversee the preparation and timely submission of annual financial statements.
- Compliance & Audit: Ensure compliance with relevant laws, regulations, and government circulars. Review audit queries and implement corrective actions.
- Resource Management: Manage the Institute's liquidity position, plan cash flow needs, and liaise with the Parent Ministry and Treasury for the release of GOK grants and development partner funding.
- Budgeting: Prepare annual budget execution reports and quarterly financial statements for program and operational budgets.
- Team Management: Manage staff performance, training, and mentorship within the finance unit.
- Other Duties: Perform all other duties that may be assigned from time to time.
Requirements and Qualifications
To be considered for this grade, an officer must possess:
- At least fifteen (15) years of relevant work experience, with at least three (3) years served at the grade of Assistant Director, Finance/Accounts or in a comparable position.
- A Bachelor’s degree in Commerce (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or an equivalent qualification from a recognized institution.
- A Master’s Degree in Business Administration, Finance, Commerce, or equivalent qualifications from a recognized university.
- Successful completion of Part III of the Certified Public Accountant (CPA K) examinations.
- Registration with a professional body such as CPA or ACCA from a recognized institution.
- Membership with the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body in good standing.
- Completion of a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated professional competence and administrative capability as reflected in work performance and results.
