Role Overview
The Deputy Director, Finance & Accounts is a senior leadership position responsible for directing and executing the financial management and accounting functions of the academy, ensuring compliance with internal policies, strategies, standards, and regulatory frameworks, particularly the Public Finance Management Act (PFMA). This role involves strategic financial leadership, budget management, staff development, and maintaining accurate financial records.
Duties and Responsibilities
The duties and responsibilities for this role entail:
- Developing and implementing internal financial accounting policies, strategies, standards, programmes and regulations.
- Implementing financial management and accounting regulations, systems, and procedures as per the PFMA.
- Providing technical advice on financial management and accounting for the academy’s financial resources.
- Serving as the secretary to the Budget Implementation Committee (BIC).
- Maintaining books of accounts relating to income and expenditure as well as assets and liabilities of the academy.
- Monitoring budget implementation and reporting.
- Ensuring statutory deductions are remitted to relevant authorities.
- Monitoring and evaluating performance of the division.
- Preparing progress reports of the division.
- Planning and budgeting for the division.
- Ensuring staff development in the division.
Person Specifications and Qualifications
Candidates must meet the following specifications:
- Experience: Cumulative service period of fifteen (15) years of relevant work experience, three (3) of which should have been at the grade of Assistant Director.
- Education:
- Bachelor’s Degree in any of the following disciplines: Commerce (Finance/Accounting option), Economics, Business Administration (Finance Option/Accounting), Business Management (Finance/Accounting option), Finance, or any other relevant qualification from a recognized institution.
- Master’s Degree in any of the following disciplines: Finance, Business Administration (Finance/Accounting Option), Business Management (Finance/Accounting Option), or any other relevant qualification from a recognized institution.
- Professional Certification: Certified Public Accountant (CPA) Certified Public Accountant (CPA)K.
- Membership: Member of the Institute of Certified Public Accountants of Kenya (ICPA) in good standing.
- Training: Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Skills: Proficiency in computer application skills.
