Job Description
Role Overview
The Deputy Commissioner Revenue – Large Taxpayer Office is responsible for overseeing the compliance management process and revenue operations within the Compliance Division. The role involves developing and implementing strategies to effectively collect revenue from economic activities, enhancing operational efficiency, and driving innovation through process automation.
Key Responsibilities
Strategy & Revenue Collection: Develop and implement strategies to effectively collect revenue due from economic activities.
Operational Efficiency: Oversee the implementation of strategies to enhance operational efficiency and reduce the cost of compliance.
Innovation: Implement strategies to drive innovation, including automation of processes in line with the overall strategic plan of the Authority.
Planning & Budgeting: Spearhead the development, implementation, and review of Departmental Annual Work Plans, budgets, and Procurement and Assets Disposal plans.
Corruption Prevention: Lead the development and implementation of corruption prevention and mitigation strategies within the directorate.
Risk Management: Provide strategic leadership in executing risk management policies to ensure robust systems of accountability, internal controls, and business continuity.
Performance Oversight: Manage a robust performance management system by overseeing the delivery of Annual performance contracts and strategic plans.
Compliance Management: Coordinate the maintenance of the compliance register for returns reviews, compliance checks, and Revenue Enhancement Initiatives (REI).
Taxpayer Administration: Recommend and approve taxpayer PIN cancellations, deactivation of tax obligations, reactivations, and return amendments.
Stakeholder Relations: Maintain positive and collaborative relationships with stakeholders to ensure strategic and operational goals are achieved.
Technical Support: Review and handle tax technical matters, including legal interpretation and resolution of taxpayer inquiries or complaints.
Qualifications and Experience
Academic Background: Bachelor’s degree in relevant Social Sciences, Business, Pure or Applied Sciences from a recognized and accredited university.
Postgraduate Qualification: A Master’s degree in a relevant field is an added advantage.
Professional Experience: Minimum of ten (10) years relevant experience, with at least five (5) years in senior and/or middle management levels.
Certifications: Professional qualification and membership to a relevant professional body in good standing.
Ethical Standards: Must meet the requirements of Chapter Six of the Kenyan Constitution 2010.
