The role of County Chief Officer for Youth, Sports and Talent Development is a senior administrative and accounting position within the Trans Nzoia County Government. The Chief Officer serves as the authorized and accounting officer for the specific department, reporting directly to the respective County Executive Committee Member.
Duties and Responsibilities
The Chief Officer will be the authorized officer and accounting officer in a specific department and shall be responsible to the respective County Executive Committee Member. Specific duties include:
- Administration of a county department.
- Formulation and implementation of programs to attain Vision 2030 and sector goals.
- Development and implementation of strategic plans and sector development plans.
- Implementation of policies and regulations.
- Providing strategic policy direction for effective service delivery.
- Ensuring compliance with the National Values and Principles of Good Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Performing any other duties as may be assigned from time to time.
Requirements for Appointment
Candidates interested in this critical senior management position must meet the following mandatory and desirable qualifications:
General Qualifications:
- Be a Kenyan citizen.
- Must be registered with the relevant professional body (where applicable).
- Be computer literate.
- Demonstrate a thorough understanding of county development objectives and Vision 2030.
- Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya.
Education and Experience:
- Possession of a Bachelor’s degree from a University recognized in Kenya is mandatory.
- Possession of a Master’s degree in a relevant field will be considered an added advantage.
- Have vast knowledge and experience of not less than 10 years in the relevant field.
- A minimum of five (5) years of this experience must have been gained in a senior or managerial position within a large organization.
