This senior executive role is for the County Chief Officer responsible for the Department of Tourism, Culture, and Performing Arts within the Trans Nzoia County Government. The Chief Officer functions as the authorized officer and accounting officer for the specific department, reporting directly to the respective County Executive Committee Member. This position is critical for providing strategic policy direction, managing department operations, and ensuring effective service delivery aligned with county objectives and national development goals.
Duties and Responsibilities
The specific duties of the Chief Officer include:
- Serving as the authorized officer and accounting officer for the county department.
- Administering the designated county department efficiently and effectively.
- Formulation and implementation of programs targeted at achieving Kenya's Vision 2030 and relevant sector goals within Tourism, Culture, and Performing Arts.
- Overseeing the development and implementation of departmental strategic plans and sector development plans.
- Ensuring the effective implementation of government policies and regulations.
- Providing strategic policy direction to optimize service delivery across the department.
- Upholding compliance with the National Values and Principles of Good Governance and the Values and Principles of Public Service as enshrined in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Performing any other related duties as may be assigned from time to time by the County Executive Committee Member.
Requirements for Appointment
Candidates must meet the following mandatory and desirable criteria:
Mandatory Qualifications:
- Be a Kenyan citizen.
- Hold a Bachelor’s degree from a University recognized in Kenya.
- Possess vast knowledge and experience of not less than 10 years in the relevant field (Tourism, Culture, and Performing Arts administration/management).
- Have at least 5 years of experience in a senior or managerial position within a large organization.
- Must be registered with the relevant professional body (where applicable).
- Be computer literate.
