The County Chief Officer, Performance Management is a highly senior administrative and accounting role within a specific County Department in Trans Nzoia, reporting directly to the respective County Executive Committee Member. The role is pivotal in driving strategic implementation, ensuring governance compliance, and leading effective service delivery across the department.
Duties and Responsibilities:
- Serve as the authorized officer and accounting officer in a specific county department.
- Be responsible to the respective County Executive Committee Member.
- Administer the operations of a county department.
- Formulation and implementation of programs aimed at achieving Vision 2030 and specific sector goals.
- Oversee the development and implementation of strategic plans and sector development plans.
- Ensure the effective implementation of policies and regulations.
- Provide strategic policy direction to optimize effective service delivery.
- Ensure full compliance with the National Values and Principles of Good Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Perform any other duties as may be assigned from time to time.
Requirements for Appointment:
Candidates must meet the following mandatory requirements:
- Be a Kenyan citizen.
- Hold a Bachelor’s degree from a University recognized in Kenya. Possession of a Master’s degree in a relevant field will be considered an added advantage.
- Possess vast knowledge and professional experience of not less than 10 years in the relevant field.
- A minimum of 5 years of the required experience must have been spent in a senior or managerial position within a large organization.
- Must be registered with a relevant professional body (where applicable).
- Demonstrate a thorough understanding of county development objectives and Kenya's Vision 2030.
- Must be a strategic thinker and results-oriented.
- Possess excellent communication, organizational, and interpersonal skills.
- Have the capacity to work under pressure to meet strict timelines.
- Demonstrate the ability to work effectively in a multi-ethnic environment with sensitivity and respect for diversity.
- Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Be computer literate.
