Job Description
The County Chief Officer for Gender (Social Development) serves as the authorized and accounting officer for the department, reporting directly to the respective County Executive Committee Member. This leadership role is responsible for the overall administration of the department, ensuring that service delivery aligns with national values, public service principles, and strategic county objectives including Kenya's Vision 2030.
Key Responsibilities
Departmental Administration: Oversee the daily operations and administration of the specific county department.
Strategic Leadership: Formulate and implement programs and strategic plans designed to achieve sector goals and align with Kenya's Vision 2030.
Policy Implementation: Lead the development and execution of departmental policies and regulations.
Service Delivery: Provide strategic policy direction to ensure the effective and efficient delivery of services to the community.
Governance and Compliance: Ensure the department complies with the National Values and Principles of Good Governance and the Values and Principles of Public Service as outlined in the Constitution of Kenya (Articles 10 and 232).
Accounting Oversight: Serve as the designated accounting officer for the department's budget and resources.
Other Duties: Perform any additional tasks as assigned by the County Executive Committee Member or relevant authorities.
Requirements for Appointment
Citizenship: Must be a Kenyan citizen.
Education: Must hold a Bachelor’s degree from a university recognized in Kenya. A Master’s degree in a relevant field is considered a significant advantage.
Experience: A minimum of 10 years of professional experience in a relevant field, with at least 5 years served in a senior or managerial position within a large organization.
Professional Membership: Registration with a relevant professional body is required where applicable.
Strategic Insight: Demonstrated thorough understanding of county development objectives and Kenya Vision 2030.
Language & Communication: Excellent communication, organizational, and interpersonal skills.
Adaptability: Ability to work effectively under pressure, meet strict timelines, and operate within a multi-ethnic environment with respect for diversity.
Technical Skills: Must be computer literate.
