Role Overview
The United Nations Office on Drugs and Crime (UNODC) is seeking a Maritime Engineering Expert to support the Global Maritime Crime Programme (GMCP) in the Gulf of Aden and Red Sea regions. Under the overall supervision of the UNODC Regional Representative (ROEA) and the direct supervision of the Programme Coordinator, the consultant will provide technical expertise and capacity-building support to maritime law enforcement agencies to enhance their operational efficiency and technical capabilities.
Key Responsibilities and Duties
- Coordination & Needs Assessment: Collaborate with Gulf of Aden and Red Sea countries and relevant agencies to identify areas requiring technical assistance.
- Training Development: Prepare specialized Maritime Engineering training materials, including basic and advanced courses.
- Technical Assistance: Provide technical support in maritime engineering as guided by the Implementation Matrix planning.
- On-the-Job Training: Deliver practical training to relevant maritime and law enforcement agencies.
- Reporting: Elaborate 'End of Activity' reports for MLE trainings or mission reports for other technical assistance activities.
- Programme Visibility: Contribute inputs for GMCP newsletters and provide documentation (photos and descriptions) of capacity-building activities.
- Administrative Support: Manage training documentation by uploading agendas, attendance sheets, and participant feedback to platforms like Basecamp and SharePoint.
- Monitoring & Evaluation: Complete all M&E requirements, including collecting participant data and providing individualized feedback.
- Strategy: Continuously identify training needs and review operational/logistics requirements for beneficiary countries.
Qualifications and Experience
- Education:
- An advanced university degree (Master’s or equivalent) in criminal justice, criminology, law, political science, management, or related fields.
- Alternatively, a first-level university degree with 2 additional years of experience.
- Or, formal qualifications/certifications from a recognized national/international customs, police, or military institution with 4 additional years of experience.
- Professional Experience: A minimum of 5 years of relevant working experience and expertise in a maritime technical environment is required.
- Operational Experience: Proven experience working in related fields within difficult or conflict-prone environments is mandatory.
- Desirable Skills:
- Experience as a police or defense forces trainer.
- Experience training in an international environment.
- Willingness and ability to work with others and transfer technical skills.
- IT Skills: Basic proficiency in IT is required.
