Role Overview
The Consultant – Digital Health will serve as the in-country focal point for PATH’s digital health and AI initiatives in Kenya. The primary objective of this role is to engage national and county-level health authorities, secure implementation approvals, and ensure that digital health solutions align with national priorities, policies, and interoperability frameworks. The consultant will support the entire lifecycle of digital health projects, from landscape assessment and pilot deployment to sustainability planning and knowledge sharing.
Key Responsibilities
Government and Institutional Engagement
- Act as the in-country focal point to engage national and county-level health authorities and public institutions, secure approvals, and support implementation.
- Build and maintain strong working relationships with government stakeholders across national and county levels.
- Ensure digital health and AI use cases align with national priorities, policies, and interoperability frameworks.
Landscape Assessment and Technical Analysis
- Support digital health and AI landscape assessments through desk reviews and stakeholder consultations with the PATH India team.
- Provide country-specific inputs and contextual insights to consolidate assessment outputs.
Technology Enablement and Deployment
- Support identification, customization, and pilot deployment of digital health and AI use cases aligned with country needs.
- Coordinate with solution providers in India and South Asia to support localization, integration, and rollout.
- Coordinate pilot site identification, readiness, and on-ground implementation with county health departments and facilities.
- Support training, user feedback collection, and issue resolution during pilot implementation.
Monitoring, Learning, and Evidence Generation
- Support development and implementation of monitoring, evaluation, and learning frameworks, including KPI tracking.
- Track pilot performance and operational progress through regular reviews and stakeholder feedback.
- Document implementation learnings to inform scale-up planning and policy decisions.
Sustainability, Transition, and Scale-Up Planning
- Support planning for scale-up, institutionalization, and long-term adoption of solutions.
- Facilitate government commitment toward ownership, financing, and sustainability.
- Support coordinated transition, handover, and closure with PATH and government counterparts.
Stakeholder Coordination and Capacity Building
- Coordinate with government stakeholders, donors, implementation partners, and technology providers.
- Facilitate collaboration across country teams and solution partners.
- Support stakeholder consultations, trainings, and capacity-building for adoption and scale-up.
Knowledge Sharing and Global South Collaboration
- Document implementation learnings and best practices to support cross-country knowledge exchange.
- Contribute to dissemination through policy briefs, regional forums, and knowledge platforms.
- Support positioning of project outcomes as replicable Global South digital health models.
Required Qualifications and Experience
- Advanced degree (MBA/MSc/MA) in Public Health, Digital Health, Health Informatics, Health Management, Engineering, or a related field.
- 5–7 years of experience in digital health, health systems strengthening, or technology-enabled public sector programmes.
- Experience working with health departments or Ministries of Health on public or digital health initiatives.
- Experience supporting multi-country or multi-stakeholder global health projects.
- Strong understanding of digital health and AI applications in public health.
- Local resident with a strong understanding of the national and county-level institutional context.
- Proficiency in local languages and strong English communication skills.
