Role Overview
The Chief Officer Health Services will serve as the Accounting and Authorized Officer for the Department of Health Services, reporting directly to the respective County Executive Committee Member. The role is responsible for the day-to-day administration, coordination of programs, financial management, and implementation of strategic healthcare initiatives in line with Meru County's development plans and Kenya's Vision 2030.
Duties and Responsibilities
Administration & Coordination: Manage and coordinate the day-to-day operations of the county health department as outlined under Section 46.
Strategic Policy Direction: Provide strategic direction to guarantee effective and high-quality healthcare delivery across the county.
Policy Implementation: Implement critical policies, strategic plans, and sectoral goals, focusing on robust performance management.
Vision Realization: Design and implement programs designed to realize Kenya's Vision 2030.
Governance & Integrity: Actively promote and enforce national values and principles of good governance as detailed in Articles 10 and 232 of the Constitution of Kenya.
Financial Stewardship: Manage department finances, direct the preparation of budget estimates, and coordinate annual work plans and programs.
Partnership Development: Foster and maintain collaborative partnerships with other departments, counties, and private sector stakeholders.
Requirements for Appointment
Be a Kenyan citizen.
Possess at least a Bachelor's degree in Medicine, Pharmacy, Dental Sciences, Nursing Sciences, Clinical Medicine, Public Health, or any health-related field from a recognized university in Kenya.
A Master's degree in a relevant field will be a distinct advantage.
Have at least ten (10) years of professional experience, with a minimum of five (5) years spent in a senior leadership role within either the public or private health sector.
Hold active registration/membership with a relevant professional body.
Demonstrate an in-depth understanding of devolution, county development priorities, and Vision 2030.
Prove experience and competence in healthcare policy formulation and execution.
Meet all requirements of Chapter Six of the Constitution of Kenya, 2010.
