Role Overview
In Kenya, Handicap International (HI) works to improve the living conditions of people with disabilities and advance their rights, with a special focus on refugee-related issues. Under the responsibility of the Regional Director, the Associate to the Regional Director (ARD) contributes to the implementation of Humanity & Inclusion's mandate and strategy. The ARD acts as a driving force behind the programmatic development of social missions within their technical scope, ensuring that the quality and impact of projects in the East Africa region are optimized in line with Technical Strategies. This role serves as the focal point for operations and emergencies, working closely with the Regional Director and the Senior Management Team (SMT).
Key Responsibilities
1. Strategy and Policy Monitoring
- Ensure internal checklists are designed and utilized by each department for regular internal control and spot checks during country visits.
- Monitor the implementation of HI global policies, including PSEAH, child protection, fraud, and bribery.
- Propose and organize change management and organizational transformation initiatives through managerial improvements and process enhancements.
- Alert the Regional Director (RD) to problems, contribute to problem identification, and recommend actions.
- Coordinate and support internal investigations on PSEAH, fraud, or HR abuse cases when required.
2. Capacity Building
- Develop skills within the Field Project Management professional channel (Project, Area, Operations, and Country Managers).
- Establish consolidated training needs and organize relevant courses in conjunction with HQ referents.
- Facilitate program communities of practice and mentor senior operational staff.
- Contribute to recruitment and annual assessments of senior operational positions.
3. Emergency Preparedness and Response
- Lead the definition and implementation of the regional REACT action plan.
- Maintain a humanitarian alert system and support Country Managers in emergency preparedness.
- Act as Emergency Operations Manager or temporary support for Country Managers during initial emergency stages.
- Ensure required coordination and information-sharing with HQ departments during responses.
4. Management and Steering
- Replace Country Managers during absences or ensure gap filling when necessary.
- Act on behalf of the Regional Director on specific subjects as delegated.
- Support the development and monitoring of the Operational Strategy for the Region.
- Ensure compliance with donor rules and monitor contractual commitments from signature to closure.
5. Partnership Strategy
- Monitor the implementation of global partnership guidelines and regional objectives.
- Lead the adaptation of partnership processes and share lessons across countries.
- Support Country Managers and Specialists in defining partnership approaches for sectorial strategies.
- Revise and approve high-value partnership agreements.
Requirements and Qualifications
- At least 10 years of proven experience in operations and team management within an international humanitarian context.
- Relevant qualification (BA/BSc/HND).
- Strong leadership and representation skills with the ability to work with multicultural teams.
- Strategic thinking capacity to develop operational and partnership strategies at a regional level.
- Experience in safeguarding, prevention, and response to abuses of persons (employees and partners).
- Mandatory proficiency in both French and English.
- Good analysis skills in terms of context, stakeholder landscape, and program intervention strategy.
