The Affordable Housing Board (AHB) is established under the Affordable Housing Act to provide every person with the right to accessible and adequate housing in Kenya. The Assistant Manager, Home Finance, supports the formulation and implementation of financial policies and models that facilitate homeownership.
Key Responsibilities
Financial Policy & Strategy: Assist in the formulation, implementation, and review of financial policies, strategies, and procedures to support AHB’s operations and projects.
Budgeting: Coordinate the preparation of annual budgets, forecasts, and financial plans across departments and consolidate submissions. Monitor departmental budget performance and prepare variance analyses.
Financial Reporting: Support the preparation of financial reports, management accounts, and statutory returns in compliance with the PFM Act, 2012, IPSAS, and other requirements.
Cash Flow Management: Supervise the preparation and review of cash flow forecasts and align disbursements/collections with financial plans.
Home Financing Models: Design and operationalize home financing models such as tenant purchase, rent-to-own, and mortgages.
Credit & Compliance: Oversee credit assessment, repayment monitoring, and beneficiary compliance; advise management on credit risks and repayment sustainability.
Negotiation & Partnerships: Lead negotiations with financial institutions, SACCOs, and microfinance entities to expand financing options; build partnerships with counties and developers.
Operations & Audit: Guide the implementation of Business Process Re-engineering (BPR) and facilitate compliance with audit requirements by ensuring accurate financial information.
Departmental Representation: Represent the Finance Unit in inter-departmental committees and external stakeholder engagements when delegated.
Requirements and Qualifications
Work Experience: Cumulative service period of twelve (12) years, with at least three (3) years at the Principal Finance Officer level or a comparable position.
Education:
Bachelor’s Degree in Banking, Finance, Economics, Commerce (Finance or Accounting option), Accounting, or Business Administration (Finance Option).
Master’s Degree in Banking, Finance, Economics, Commerce (Finance or Accounting option), Accounting, or Business Administration (Finance Option).
Professional Certification: Certified Public Accountant (CPA)K by KASNEB.
Professional Membership: Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body.
Training: Leadership Course lasting not less than four (4) weeks from a recognized institution.
Technical Skills: Proficiency in computer applications and financial analysis.
Constitutional Compliance: Must fulfill the requirements of Chapter Six of the Constitution of Kenya.
