Job Description
The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution created by Article 59 of the Constitution of Kenya 2010 and established by the Government of Kenya through an Act of Parliament (the Kenya National Commission on Human Rights Act, 2011).
Job Purpose
This position is responsible for coordination and implementation of policies, procedures, plans, strategies, standards and guidelines relating to the functions of the Supply Chain Management to enhance the effectiveness and efficiency of the Commission’s mandate.
Key Responsibilities
Managerial / Supervisory Responsibilities
Supervise the implementation and review of supply chain management policies, strategies procedures and guidelines in line with relevant legal framework.
Supervise the implementation of all division’s programs to ensure completion of supply chain management assignments.
Maintain strategic partnerships with relevant stakeholders in support of the Commissions of objectives.
Supervise the preparation of statutory and compliance reports and coordinate the implementation of recommendations.
Supervise the management, monitoring and evaluation of the division’s processes and performance.
Supervise the preparation of the Commission procurement plans.
Supervise the utilization of the division’s budget.
Implement the Commission’s human resource functions in the division.
Operational Responsibilities / Tasks
Preparation of procurement statutory reports for timely submission to the board and external authorities.
Report on the implementation status of the procurement plan to establish level of implementation and compliance by user department.
Preparation of contract monitoring reports.
Preparation of inventory reports for auditing purposes.
Ensuring completeness and accuracy of all procurement statutory reports.
Ensure proper management of service providers and correspondences in order to effectively communicate the Commission’s position on various issues.
Maintain records pertaining to Division on all administrative matters.
Setting performance targets and work plans for the evaluation and monitoring of staff performance.
Supervise staff performance and build capacity including mentoring, coaching, staff appraisals and development of staff in the division.
Provide secretarial services to the various adhoc committees in line with relevant public procurement laws, policies and guidelines.
Draft professional opinions with regard to procurement processes.
Implement effective communication strategies for information flow between divisional staff.
Prepare the division budget.
Preparation of divisional monthly performance reports and quarterly performance evaluation reports.

Financial Responsibility
Ensuring timely preparation of monthly, quarterly, statutory and annual reports for accountability on the use of funds to both internal and external stakeholders.
Supervise the utilization of divisional budgets.
Responsibility for Physical Assets
Laptop, phone, workstation, and office cabinet.
Decision Making / Job Influence
Managerial: Supervision of staff and allocation of duties within the division.
Tactical Decisions: Provides guidance on compliance with supply chain management laws, standards and policies.
Analytical Decisions: Review of supply chain management reports and conducting appraisals.
Working Conditions
Job holder is exposed to minimum disagreeable conditions owing to the nature of assignments undertaken.
