The Assistant Director Internal Audit Standards is a technical leadership role within the Public Sector Accounting Standards Board (PSASB). This position is responsible for overseeing the development, implementation, and monitoring of internal audit standards across the Kenyan public sector. The role involves guiding technical research, supporting various state organs and public entities in compliance, coordinating capacity-building initiatives, and ensuring adherence to the Public Finance Management (PFM) framework to strengthen governance and internal controls.
Duties and Responsibilities
Identify and guide internal audit research and the development of guidelines, frameworks, manuals, templates, and programs in collaboration with stakeholders.
Ensure compliance of all public sector entities with the PFM Act (2012).
Provide technical support to implementing entities, addressing queries and recommendations to bridge implementation gaps.
Establish and report on capacity-building programs to enhance compliance with prescribed internal audit standards and frameworks.
Engage stakeholders to obtain feedback on exposure drafts to inform the development and review of internal audit strategies and policies.
Implement monitoring strategies to assess compliance with prescribed internal audit manuals and templates across the public sector.
Mentor and coach internal audit standards officers.
Coordinate the preparation of Directorate reports, board papers, budgets, and work plans.
Conduct risk assessments within the directorate and implement mitigation strategies.
Job Specifications and Requirements
A cumulative period of twelve (12) years’ relevant work experience, with at least three (3) years served in the grade of Principal Internal Audit Standards Officer or a comparable position.
Bachelor’s Degree in Finance, Accounting, Economics, or an equivalent discipline from a recognized and accredited institution.
Master’s Degree in Finance, Accounting, Auditing, or an equivalent qualification.
Professional qualification such as CPA (K) or CIA.
Must be a Certified Internal Auditor.
Full membership in the Institute of Internal Auditors (IIA) or a relevant professional body in good standing.
Certificate in a Leadership Management Course (minimum 4 weeks) from a recognized institution.
Proficiency in computer applications and Computer Assisted Audit Techniques (CAATs).
Demonstrated merit and ability through work performance and results.
