The National Defence University-Kenya (NDU-K), established under Section 24 of the Universities Education Act, 2012, is seeking an experienced and qualified professional for the position of Assistant Director, Human Resource Management & Development (Grade 6). The University, based at Lanet in Nakuru County, offers specialized certificates, diplomas, and degrees in areas related to Defence and security. This is a senior role responsible for leading HR strategies, managing personnel budgets, and ensuring the university maintains a high-performing workforce through robust policies and development plans.
Duties and Responsibilities
- Recruitment and Staffing: Coordinating staff recruitments, appointments, selection, promotions, transfers, discipline, and separation processes.
- Policy Management: Developing, implementing, and reviewing human resource policies, procedures, standards, and regulations.
- Strategic Planning: Undertaking staff establishment and career planning for institutional growth.
- Training & Development: Identifying, designing, and coordinating the implementation of training programmes; monitoring the implementation of training and human resource development plans.
- HR Information Systems: Providing guidance on the development and updating of the human resource database and maintaining a comprehensive skills inventory.
- Budgetary Oversight: Preparing the Personnel Emolument Budget for the University.
- Performance Management: Coordinating performance management and quality management processes, as well as performance contracting.
- Employee Relations: Coordinating industrial relations and staff welfare; providing advice to staff on the pay and benefits system.
- Compliance: Ensuring compliance with all statutory and regulatory requirements relating to Human Resources.
- Knowledge Management: Participating in the development of institutional knowledge management and analyzing the impact of HR policies on organizational performance.
Requirements for Appointment
To be eligible for this position, candidates must possess:
- A cumulative service period of twelve (12) years’ relevant work experience, with at least three (3) years at the grade of Principal Human Resource Management Officer or a comparable position.
- A Bachelor’s degree in Human Resource Management, Human Resource Development, Industrial Relations, or an equivalent qualification from a recognized and accredited institution.
- A Master’s degree in Human Resource Management/Development, Industrial Relations, or an equivalent qualification from a recognized and accredited institution.
- Relevant technical and professional certification from a recognized institution.
- A certificate in a Leadership course lasting not less than four (4) weeks from a recognized and accredited institution.
- Current registration with the Institute of Human Resource Management (IHRM).
- A valid practicing license from IHRM.
- Proficiency in computer applications.
- Demonstrated merit, ability, and leadership as reflected in work performance and results.
