Duties and Responsibilities
The Assistant Director will be responsible for:
- Coordinating human resource services in areas such as appointment, promotion, payroll management, discipline, and pensions.
- Managing establishment and complement control.
- Analyzing staffing levels and formulating proposals for succession planning.
- Analyzing the utilization of human resources and providing advice on proper deployment.
- Analyzing staff career progression and developing proposals for career development.
- Ensuring the accurate interpretation and implementation of human resource management and development regulations.
- Preparing reports on the implementation of the Performance Management and Performance Appraisal System.
- Preparing reports concerning the administration and management of the Human Resource Information System.
- Coordinating and implementing technical assistance training programmes.
- Undertaking comprehensive training needs assessments (TNA).
- Developing detailed training plans and structured training programmes focusing on performance improvement and service delivery.
- Monitoring the implementation of human resource management and development policies, rules, and regulations.
- Preparing and submitting regular reports on human resource management and development activities.
- Validation and authentication of academic and professional certificates in collaboration with relevant authorities.
Requirements for Appointment
Candidates must satisfy the following criteria:
- Be a Citizen of Kenya.
- Served in the grade of Principal Human Resource Management and Development Officer, Job Group ‘N’ for a minimum period of three (3) years.
- Hold a Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology, or any other relevant Social Science from a recognized institution.
- Possess a Master’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counselling Psychology, or any other relevant qualification from a recognized institution.
- Hold membership to a relevant professional body.
- Possess a Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution.
- Possess a Certificate in computer application skills from a recognized institution.
- Demonstrate merit and ability as reflected in work performance and results.
