The National Gender Equality Commission (NGEC) is a constitutional Commission established in 2011, mandated to focus on gender equality and freedom from discrimination. The Assistant Director, Human Resource Management and Administration, is a senior role responsible for providing leadership and strategic direction in the management of human resources and administrative functions within the commission. This role involves policy development, department operations management, and ensuring total compliance with national labor laws and constitutional requirements.
Remuneration and Benefits
- Basic Salary: Ksh. 191,037 - 277,512
- House Allowance: Ksh. 60,000

Key Duties and Responsibilities
- Provide advisories on human resource-related matters to the Commission.
- Plan and analyze the utilization of human resources and advise on proper deployment or posting.
- Provide leadership in developing and reviewing Human Resource and administration policies, rules, and regulations.
- Manage the operations of the Human Resource and Administration Department for the effective implementation of all staff activities in collaboration with other departmental heads.
- Coordinate logistical, transport, and general administrative services.
- Provide leadership in the preparation and implementation of annual work plans and budgets.
- Oversee the recruitment and selection process and the provision of contracted services.
- Coordinate training, development, and performance management processes in line with Commission policy.
- Oversee adherence to Occupational and Health standards and timely maintenance of office assets.
- Maintain and update the Commission's Assets register.
- Ensure compliance with employment regulations, labor laws, and statutory requirements including staff compensation.
- Manage staff welfare, conflict resolution, and grievance handling to foster a high-productivity environment.
- Provide leadership in the preparation of human resource and administrative reports.
Requirements for Appointment
- Must have served in the grade of Principal Human Resource Management Officer or Principal Administrative Officer for at least three (3) years or in a relevant position in the public or private sector for nine (9) years, with six (6) of those years in a management level.
- A Bachelor's degree in Human Resource Management, Business Administration/Management, Public Administration, Social Sciences, or a relevant qualification.
- A Master's degree in Human Resource Management, Business Administration/Management, Public Administration, Social Sciences, or a relevant qualification.
- A Diploma or Higher Diploma in Human Resource Management or Certified Human Resource Professional (CHRP).
- Evidence of attending a Strategic Leadership Management Course from a recognized institution.
- Must meet the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
- Proficiency in Computer Skills.
- Valid membership in a relevant professional body.
- Demonstrated merit and ability in work performance and results.
