The Assistant Director - Finance & Accounts is responsible for advising the Commission on all financial and accounting matters. This role involves verifying financial management and budget performance, ensuring compliance with accounting standards and regulations, and overseeing the preparation of statutory annual reports. The position oversees the management of financial resources, annual budget preparation, and capacity building of the finance and accounts personnel.
Key Responsibilities
- Advising the Commission on all financial and accounting matters.
- Verifying financial management and budget performance.
- Overseeing the preparation and submission of statutory returns and Commission papers on financial matters.
- Ensuring compliance with accounting standards, regulations, and statutory requirements.
- Managing and mobilizing the Commission’s financial resources, including preparing annual budgets.
- Coordinating supplier payments and overseeing the financial aspects of agreements with donor agencies.
- Ensuring the preparation of accurate, complete, and timely statutory annual reports, monthly management accounts, and balance sheet controls.
- Coordinating the rationalization of estimates, annual appropriation, special fund accounts, cash flow control, and cost analysis.
- Ensuring statutory deductions are remitted and liaising with tax authorities to ensure tax compliance.
- Managing staff performance and capacity building for finance and accounts personnel.
Requirements & Competencies
- Minimum of four (4) years of experience in the grade of Chief Finance Officer, Chief Accountant, or an equivalent position.
- Bachelor's degree in Commerce (Finance option), Economics, Business Administration (Finance option), Business Management (Finance option), Finance, or an equivalent qualification from a recognized institution.
- Master's degree in Finance, Business Administration (Finance option), Business Management (Finance option), or equivalent qualification from a recognized institution.
- Certified Public Accountant (CPA-K) by KASNEB or equivalent qualification from a recognized institution.
- Certificate in Leadership/Corporate Management lasting not less than four (4) weeks from a recognized institution.
- Valid registration with the Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body.
- Compliance with Chapter Six of the Constitution of Kenya.
- Demonstrated professional competence, managerial, and administrative capability in work performance and results.
