Information about the Role
The Public Sector Accounting Standards Board (PSASB) is seeking an Assistant Director of Accounting Standards to provide technical leadership in the development, dissemination, and implementation of public sector accounting standards. This role involves coordinating the formulation of reporting templates and guidelines, supporting capacity building and compliance, guiding responses to international exposure drafts, and ensuring the consistent application of IFRS and IPSAS across all public sector entities.
Responsibilities and Duties
- Coordinate the formulation of accounting standards for public sector entities under the IPSAS and IFRS frameworks.
- Coordinate the development of formats for financial statements and reporting to enable all state organs and public sector entities to comply with prescribed standards.
- Coordinate the preparation of responses to consultation papers and exposure drafts issued by international standard-setting bodies.
- Coordinate capacity building programs and standards dissemination activities within the directorate.
- Coordinate the preparation of guidelines on accounting standards and best practices.
- Coordinate the provision of technical assistance to public sector entities to ensure compliance with the set standards.
- Supervise the dissemination of standards, guidelines, and other relevant materials.
- Coordinate the publishing and publicizing of prescribed Accounting Frameworks, Standards, and guidelines for all public sector entities.
- Prescribe minimum standards for the maintenance of proper books of accounts for National and County Government entities.
- Coordinate the gazettement and effective dates for the implementation of IPSAS and IFRS Standards, Frameworks, and guidelines.
- Coordinate public participation in the development of guidelines and manuals for Government entities reporting under IPSAS and IFRS Standards.
- Prepare responses to technical inquiries from Public Sector Entities regarding the implementation of IFRS and IPSAS.
- Review and monitor the implementation of the Directorate budget and work-plans.
- Coordinate the preparation of Board papers.
Job Specification and Qualifications
- A cumulative period of twelve (12) years relevant work experience, three (3) of which must have been in the grade of Principal Accounting Standards Officer or in an equivalent or comparable position.
- Bachelor’s degree in Finance, Accounting, or equivalent qualifications from a recognized and accredited institution.
- Master’s degree in Finance, Accounting, Business Administration, or its equivalent from a recognized and accredited institution.
- Professional qualification such as CPA (K) or ACCA.
- Active membership in ICPAK in good standing or any other recognized professional body.
- Specialized certification in IFRS and/or IPSAS.
- Certificate in a leadership course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated merit and ability as reflected in work performance and results.
