CARE International is a major humanitarian agency delivering emergency relief and long-term international development projects. We are seeking an Advocacy and Communications Officer to lead the design and implementation of the CASCADE Advocacy and Communications Strategy. This role involves translating multisectoral nutrition priorities into clear advocacy agendas and messaging frameworks to influence policy at national and county levels in Kenya.
Key Responsibilities
Advocacy Strategy Development and Implementation (30%)
- Lead the design, operationalization, and continuous refinement of the CASCADE Advocacy and Communications Strategy.
- Translate multisectoral nutrition priorities into clear advocacy agendas, messaging frameworks, and engagement approaches.
- Identify and respond to emerging policy windows, aligning advocacy actions with national and global nutrition priorities.
Policy Engagement and Multi-Stakeholder Coordination (20%)
- Actively participate in national and county-level policy and technical platforms, including technical working groups and advocacy coalitions.
- Support alignment of messaging and advocacy priorities across stakeholders, including government, civil society, and development partners.
- Contribute to the development of policy briefs, position papers, and advocacy submissions targeting decision-makers, including parliamentary stakeholders.
Strategic Communications and Content Development (10%)
- Lead the development, quality assurance, and dissemination of high-impact advocacy and communication products (policy briefs, media kits, donor visibility products, digital content).
- Coordinate and manage external consultants (writers, designers, media specialists) to ensure high-quality outputs.
- Ensure consistent branding, messaging, and narrative coherence across all communication outputs.
Advocacy Campaigns, Events, and Public Engagement (5%)
- Support the design and execution of high-level advocacy events, policy dialogues, and public engagement forums.
- Shape communications around key national and global moments (e.g., accountability forums, policy convenings).
Community-Led and Evidence-Based Advocacy (5%)
- Facilitate community-driven advocacy processes, including budget advocacy and public participation processes.
- Translate community-level evidence into compelling advocacy messages and strengthen linkages between grassroots and national policy.
Media Engagement and Public Visibility (5%)
- Engage with media to promote project outputs, policy messages, and advocacy priorities.
- Support strategic media outreach and capacity strengthening on ethical storytelling.
Digital Communications and Knowledge Management (10%)
- Oversee development and dissemination of digital advocacy content and maintain project communication channels.
- Document advocacy outcomes, lessons learned, and success stories for internal and external use.
Monitoring, Evaluation, and Learning (MEAL) (5%)
- Collaborate with the MEAL team to track, document, and report advocacy and communications outcomes.
- Contribute to frameworks for measuring advocacy effectiveness and influence.
Planning, Reporting, and Institutional Learning (5%)
- Contribute to annual workplans and lead donor reporting on advocacy and communications.
- Support development of knowledge products for CARE platforms.
Partnerships and Stakeholder Engagement (5%)
- Build and maintain strategic partnerships with government institutions, civil society, CBOs, and private sector actors.
- Represent the project in relevant forums to enhance advocacy impact.
